Suggestion: Build 50 more Jericho ICBMs, but without nuclear warheads. Install Depleted uranium or tungsten penetrators in their place. Use these to take out hardened nuke sites and air defense. Follow up 30 minutes later by attack using F-16Is, F-15Is, and escorted by F-15s. Repeat when fallout lifts.
