Personally I think there are a combinations of reasons it hasn’t happened. I’m guessing its partly because most malls are mostly empty these days and it would enrage the public.

Our local mall just filed for bankruptcy but we’re seeing the emergence of the open mall; up-scale stores laid out in a town square sort of setting. The one nearest to my house is always packed. It’s a pleasure to shop there because you
can park right in front of the store you want or in the middle of the parking lot and hit them all.
