I think "upward inflection" is the technical term for it. But I know what you mean. I hate it, almost as much as hearing the word "like" 4 times in every sentence. Either way, the speaker always sounds like a complete moron. But, since most of them will become welfare mothers, they don't have to worry about succeeding in the world of commerce.
