India does have world-class health care...if you go through the private, for-profit system. Much like in Cuba, foreigners (and wealthy locals) with hard currency can get the best doctors, a private hospital room, their own nurse, etc., for a fraction of what you would pay in many western nations.
On the OTHER hand, if you are one of the Indian citizens stuck with the state-run system, you face something very different (follow the link at your own risk - it's not a pretty story.
As for Thailand...the "30 Baht Scheme" policy the ousted PM pursued has not worked very well at all, from what I've read.
My brother, who lives in Thailand, says that doctors in the scheme treat nearly everything short of a broken bone with tylenol.
On the other hand, real medical care and the good drugs are not expensive, for those who have the money. Apparently, even tylenol is a major advance for a large proportion of the population who never had any kind of medical care before.
A certain minimal level of care makes sense in many 3rd-world nations. The Cuba model of mass-producing "doctors" who are really nurses with some advanced training would be a good model.
