Rep. Anthony Weiner (D., N.Y.) said House leaders were slow to realize that the Massachusetts defeat means they’ll have to dramatically shift gears on healthcare. “We’re in full whistling past the graveyard mode in there,” he told reporters outside the Democratic caucus meeting. “We’ve got to recognize that we have an entirely different scenario, probably.”

“I’m not willing to abandon my goal of healthcare reform, but maybe we have to do something a little more scaled-down,” Rep. Eliot Engel (D., N.Y.) said prior to that meeting. “You’ve got to do what people want, and maybe this was a lot for them to swallow at one time.”

Part of the reason Democrats from more populous states like Engel and Weiner are reluctant to embrace the Senate bill whole-cloth is that their states fare worse under the Senate bill in areas including Medicaid cost-sharing with the federal government, and federal subsidies for the poor to buy health coverage.

Other Democrats who supported the House healthcare bill—including Reps. Bart Stupak (D., Mich.) and Brad Ellsworth (D., Ind.)—said they will not support the Senate bill because it includes less restrictive language than the House bill on keeping federal funds separate from abortion services.

However, other House Democrats said they are more open to backing the Senate bill. “If that’s the only option in town, then maybe that’s what we ought to do, “ said Rep. Baron Hill (D., Ind.).

Rep. Patrick Kennedy (D., Mass.) said Congress can always pass legislation later to correct aspects of the Senate bill that lawmakers decide need to be improved. “We can come back and fix this,” he said.

Senior House Democrats sought to reassure their jittery caucus. “We’re not going to fail. We’ve got to succeed in getting health-care reform for the American people,” said Rep. Henry Waxman (D-Calif.).
