There are several explanations for why Ms. Gillibrand’s statewide approval ratings have spent a year mired in the mid-20s, Gillibrand’s approval could be at 5% and she'd still win. Nobody is running against her, at least not anyone who has ever been heard of. The GOP is dead in the state.
