Besides, what else are these people supposed to do to survive?
Are there any grocery stores still standing? Where one can ‘check out’ and pay properly for food?

You are correct. Looting is when, as in LA, you violently burn down buildings, kill people and break into businesses cause you can. This area is devastated and I, for one, would be breaking into anything I could to get food and water. Any man here who has actually been in that circumstance would do the same or he’s not a real man.
