10,000 troops? That many to all the other places? In a foreign land? Seems like a lot, but I may be wrong. The UN had 9,000 uniformed personnel in Haiti before the earthquake. Clinton sent 20,000 US troops to restore Aristide in 1994. IMO 10,000 is not a huge number.
Unfortunately, the fundamental problems in Haiti may be insurmountable.
