As I recall, after the 2004 tsunai, the first thing GWB sent was a Navy ship with massive water conversion capabilities. I've not had a chance to look at the statements, but I heard an interesting commentary today. Per the Obama speach, "my administration" and "I" are involved in doing lots of things. Per the GWB Tsunami speach, the American people and America were doing those things. Can't vouch for that, hopefully someone will write about it in the next couple days, it's significant.

The US will have 5000 military personnel onscene tomorrow....8000 by Monday. The Aircraft Carrier can make tons of water...but not enough for 2 million people.

—Indeed, and he was then roundly criticized for his “slow” response to a disaster 8000 miles away. Don't see why naval intervention cannot be conducted much faster 200 miles into the Caribbean, but apparently it is not.
