CA: Air quality district toughens up emission rules (more businesses to suffer, jobs to be lost)

The owners of businesses that spew diesel fumes and other toxic gases will have to drastically cut emissions if they want to build, modify or expand their facilities, according to stringent new regulations announced Wednesday by the Bay Area Air Quality Management District.

The new permitting requirements, which were approved Jan. 6, will force some businesses to emit two to three times less pollution than what is currently allowed or move, said Ana Sandoval, the spokeswoman for the air quality district.

The district conducts several hundred health risk screenings a year, the vast majority of which are for new or modified backup generators, gas stations and crematoriums. Sandoval said the guidelines will mostly affect those businesses, but refineries, dry cleaners and other businesses that produce toxic air contaminants will also come under scrutiny if the owners want to modify or build new plants.

The restrictions, which go into effect immediately, are tougher around schools, day care centers and neighborhoods where children are likely to be, air district officials said.

The air district also set up a new program to track increases and decreases in air pollution around vulnerable communities like West Oakland, which Sandoval said faces cancer risks three to four times higher than the rest of the Bay Area as a result of pollution from the Port of Oakland and nearby freeways.

The other smog-choked areas that will be monitored under the district's Community Air Risk Evaluation Program will be Richmond, San Pablo, portions of Concord and San Jose, Redwood City and East Palo Alto.

Sandoval said air pollution in the Bay Area has been reduced by 70 percent over the past 20 years, but there is still a long way to go.

It's never enough.. not until every emission emitting business is closed or so limited that it may as well close.

These people never learn. They are going to cut emmission but driving businesses out of the area. I bet Toyota is glad it closed the NUMMI plant in the East Bay.

Not really. They just have to move their stinky, fuming businesses — and their stinky, fuming jobs; and their stinky, fuming tax revenues — to someplace where the government doesn't view its mission as putting business out of business.

California best put all these programs on hold if they ever want to get the state back on its feet. It’s time now to stop this crap, pick themselves up by the boot straps and get back to doing the peoples business.
