Yep. Where that money actually went might prove a bit embarrassing to some people. It might even be prosecutable.

How interesting, no transparency for citizenry debt or stinking badges needed; only party members and fellow travelers need to apply. As with all good corruption, secrecy of the backroom deal should be of no concern for the ignorant and useful idiots.
