The hierarchy of the GOP gave their thumbs-down disapproval for this man, and their lackeys plus the media acted accordingly, blocking stories favorable to him or encouraging disinterest--"not well-known, a dark horse", "not impressive"(meaning not flashy). Whether he could have won against the Chi-ACORN machine is a question mark, just a hypothesis. Far too many conservatives dismissed him with, "Who?" "Nobody knows him", "he can't win!" He was a Lieutenant in Vietnam, and the reason that he never took off is the same reason that no one knew about him during the 28 years that he was a congressman, it was the same reason that he was barely known in California, it was the same reason that he never ran for the Senate, or the Governorship, he was meant to be a good conservative in a safe congressional district, not a national figure.
