The United States should roughly replicate the Federal Reserve model by creating a Federal Security Reserve System (FSRS) with a national board of governors, 10 regional Homeland Security Districts, and 92 local branches called Metropolitan Anti-Terrorism Committees. The objective of this system would be to develop self-funding mechanisms to more fully engage a broad cross-section of American society to protect the country’s critical foundations from the widespread disruption that would arise from a terrorist attack.
This opens up a whole new can of worms.

I don’t get how Obama and his hand-selected governors of 10 States are going to issue orders to the governors of the other 40 states? Because this sounds like the Feds trying to cloak their intended attempt to federalize the state militias and National Guards with the consensus of only 10 selected Governors?
The Left has been seeking to dissolve the States for years now and to relegate them to the status of mere administrative units of the federal government.
In so doing they render large parts of the Constitution moot. The Ninth and Tenth Amendments are already considered dead letters by the federal judiciary. The relatively modest and benign "Commerce Clause" has been distorted into a man-eating monster, a tail which wags the dog. Soon the power of the States to govern themselves will atrophy, strangled by the strings attached to federal funds.
I'm not clairvoyant, or privy to secret information. Just observe the trends and follow them through to obvious conclusions.
Here comes the NWO (and this is yet another attempt to blunt the 10th Amendment movement); destroy sovereignty, reign on your rights..and combat “right-wing extremists”..oh somebody just say it: BROWNSHIRTS!
