It worked at first. People were not aware that they had to be personally served and willingly paid the fines. Talk radio was key in educating the public here (AZ) to just throw the ticket away. Same thing will happen in CA. People will pay at first and then word will get out and they will start ignoring the tickets.

it was the same here in TN until the legislature changed the law to allow service by mail.
