If this just turns out to be a drunk, as opposed to a test run, I would like the guy to get the bill for the jet fuel used by the fighters as a fine. Put the fear of God and the gas man into the next guy who decides to have a few on the plane.
I’m ‘on board’ with your thinking, but I also want to know exactly how he managed to get “drunk” and his exact alchohol reading/measurement.

If a plane has to divert because of your behavior you should be put on a no-fly list.
There should be zero tolerance for behavior like this.
