As for the joint chiefs of staff, I am not up on all of that but I do know that the chairman and the vice chairman are appointed by the president. I am not certain how the chiefs of staff of the various services are appointed tot hat position, but I believe they are also appointed by the president. I believe the chiefs of staff of the various branches of the military are also appointed by the president and confirmed by the senate.
