It's not an incident at all if there's nothing there, and since it was a "white powder" odds are good there's nothing there.

The worst case of false anthrax scare happened in the fall of 2001 when some stupid women at Planned Parenthood ran off several hundred thousand envelopes made up to look like what they thought an anthrax letter might, and then sent them to "members/subscribers/customers"?.

They cooked up a second such mailing but got stopped before it happened.

NO ONE WAS PROSECUTED. A guy mailed a couple of dozen fake letters about the same time and the FBI/ATF etc. sent him up the river for over 20 years.

Remember that ~ FBI/ATF are afraid of planned parenthood.
