Unlike some of us on FR, the Holy Father does not lead with disagreement. He affirms what can be affirmed.
As to whose justice, etc.. the formal answer is, "God's justice." And the more practical answer would be found by hacking through the social encyclicals (rather than merely looking for quotes which give the chance to make Catholics look bad -- I'm talking about a real search for the truth, not polemics) and an appreciation of the ideas of subsidiarity and solidarity.

Did you forget??? . . . . that I went through . . . in a thread . . . in table format . . . the Pope’s encyclical before this last one . . . certainly paragraph by paragraph where it wasn’t line by line.
In spite of my dramatic flare and hyperbole . . . I’m not really that concerned or interested in polemics. I thought you knew that.
I’m interested in THE TRUTH—WHATEVER THE TRUTH IS.
I think polemics are much more the turf of those who wholesale blackwash or whitewash things out of personal bias.

was a friend of mine as the hubby of a wife who was a counselor with me in Taipei. They were both in a church I attended there for years.
At one point, on my way back to the USA, I stayed with them in Hawaii for a week overlooking Diamond Head . . . and he commented at one point that he didn’t even know if he believed that Jesus was God. And he was on the board of the local Methodist church! God have mercy.
Thankfully, his family reported that he did make things right with God before he graduated form this life some years later.
This whole movement has been orchestrated by the oligarchy from the git-go . . . in the face of every oligarchy generated World War . . . they have played all ends against the middle for a variety of purposes.
Peace is hard to knock. Everyone wants peace . . . particularly . . . as Shrillery says . . . for the children.
