The paint-on-windshield is a good idea for blinding the driver(s). It seems to have some kind of shielding, either from aerial attack or otherwise...
I would expect such a vehicle to have an armed escort, along with its own up-close defensive measures, which would discourage up-close application of such items, so it might be necessary to either deal with the escort(s) first, or work to separate the escort(s) from this vehicle first. Paint guns anybody?
Of course sabotage ahead of any confrontation can work wonders (fuel, drivers before they enter the vehicles, etc), especially if there are any lapses in their force protection and/or support infrastructure security measures...
