I've believed that the so-called war on drugs was phoney for decades, and was actually an effort to maintain control of the drug trade, which profits goes to fund many a black op.

Perhaps too conspiratorial for most, but that's how I see it.

Not just for black ops. During the oil embargo, the oil money lifeline which funded American and European Banks and Insurance companies, as well as the IMF and World Bank, was put in jeopardy. The banks switched over to drugs. Laundering money and drugs has become the lifeline for the monetary system all over the world.
Bet you thought it was gold, huh?
The monied elite control the drugs and the drug trade, and religion does not matter one whit as many of the richest muslims are also in this system.
Iran USED to be the hub for the worldwide drug trade. That needed to be changed. That is why clinton invaded Kosovo and backed the KLA.
The KLA protected the new drug routes through Europe, and the money was flowing through Indonesia and the Phillipines.
There is a switchover going on now and the new money hub will be through Haiti.
Coinkidinkally, bill clinton is the new UN special ambassador to....Haiti.

Watch the movie "Border" - it verifies what you say. They show night vision of hoards of people crossing the border in different groups, all with heavy backpacks and weapon reinforced "guides." Whatever contraband is confiscated has to be minor in comparison to what the cartels elude from authorities.
