Then why'd you ask? Balding_eagle was kind enough to provide a link that answers the question you posed and you argue it's not "proof?" Of course it's not proof. But it is compelling eyewitness testimony that strongly favors a conclusion of explosives rather than drugs. Yes, passengers “could have” been moved for any number of reasons we could pluck from thin air. Maybe it wasn’t safe because of asbestos in the ceiling or maybe the man in orange had ringworm. Maybe the FBI agent is a psychotic liar having a little sick fun when he made the not-so oblique comment that the safety issue was directly related to the man taken into custody. In light of several key points in the eyewitness’s detailed (and corroborated) account, however, a plain reading of the events along with the comment from the FBI agent points to explosives.
