LAPD gang units feel the pinch of financial disclosure rule

The LAPD is struggling to fill vacancies in gang units as a financial disclosure rule meant to fight corruption has been received by many rank-and-file cops as an insult -- and a deal-breaker when it comes to working the tough gangland assignments.

After years of contentious battles with police union representatives over the issue, Los Angeles Police Department officials pushed through a policy in April that requires gang officers to disclose details of their personal finances.

Intended to help supervisors catch cops who are taking bribes or to identify officers in financial straits who might be tempted to stray, the policy has considerable reach: Officers must disclose outside income, real estate, stocks and other assets. They also have to report the size of bank accounts and debts, including mortgages and credit cards. And the disclosures apply to any financial holdings a cop shares with family members and business partners.

When it went into effect, then-Chief William J. Bratton and other officials insisted that the policy would have little effect on recruiting and retaining gang cops and vowed to block efforts by officers to leave gang units en masse in protest.

But erosion in the ranks is apparent. According to interviews with police officers and gang unit supervisors across the city, the number of officers dedicated to fighting gangs is beginning to drop. And top brass now acknowledge that they must do more to confront discontent and distrust.

It’s not that these officers have anything to hide. Their resistance to financial disclosure is not rooted in corruption but rather in practicality. They have been given no assurances as to who will have access to their financial information, so they are fearful of being subjected to identity theft or worse should their personal data fall into the wrong hands. Also, they know that if there were a corrupt cop in their midst, it is unlikely he would be exposed through an examination of his tax returns and other official information. Any cop clever enough to be a crook these days is clever enough to hide his money where it won’t be easily found.

Well after a particular crooked cop's term on the "gang unit" is over, he can live a life of luxury on his buried treasure.

Folks can be very creative at hiding money: friends, relatives, business ventures with creative accounting, etc. I’d say it is you who is naive.

Oh sure, have the cop drag his friends and relatives into his criminal enterprise scheme...That always works out really great!!!

And you suggest I am naive? LOL!

Wow..Your friend is suggesting criminals are clever and smart? Prisons are full of those guys...lol..

And you're the one here that suggested a cop taking bribes from drug cartels would be smart to involve his family and friends???

You missed the couldn't prove part, slick. Well in my town we had the son of the Police Chief busted for tipping off the dealers on raids, same for the town next town over. (Hard Time for both)

We then had Probation Offers doing favors for those whom they supervised. Then the Clerk of Courts was caught doing hand behind the back, fingers extended.

Then before the No Fix Ticket we had the 50% discount on traffic fines along side the pay for pleasure with the hookers. That was only the last town I lived in, if you want me to go on I have hundreds.

LOL...Ya got hundreds of thousands in the joint that said the same exact thing...Do yourself a favor, don't get involved in crime, as you'll be charged and prosecuted in record time.

How would a bad cop hide property, luxury cars, or any other high end assets if he was on the cartels payroll?

How could a CIA guy get millions in bribes, drive an expensive new Jag, buy an expensive new house, spend far in excess of his salary, and not get caught ?

The SOB did it for years and got many people killed.

You live in Kali, at that time I lived in Mass. We had a saying: "It is not what you know it is who you blow,"

I moved out and we have our own problems but there are still towns, in Mass, were short of a felony I cannot get a ticket, moving violation, based on whom I am supposedly related to. Must be different out there.

True, but the brass are now whining that no one will volunteer. Besides, it’s totally stupid and needlessly intrusive. Any halfway competent crooked cop can run circles around that full disclosure BS, while the honest cops have all of their personal business open to just about anyone.

Gotta include those “Perks”, just like the politicians in most cities, and other government possitions. “Lobbyists” are no different than gang members or drug cartels, in my book.

Not only that, but more and more often the courts are requiring that PD’s disclose personnel files to lawyers and others. The potential for this info to become public is real.

Same goes for the DoD (uniformed and civilian)
- Regular Drug tests
- Deep background checks for security clearnaces
- Financial disclosure forms (OGE-450 + Security Clearances

That said, the work is important, even if we are suffering under Obama.
