I think it is fair to mention lapses by previous administrations when the facts fit (Community Reinvestment Act, Fannie Mae/Mac, intelligence firewalls) but you are spot on when you highlight the fact that 9/11 changed not just the dynamics and scope of a response but incoming responsibility to review all tactics, agencies, no fly lists, etc., make changes as one can and sees fit and stand by them.
Here we have Napolitano claiming immediately that the guy was a loner with no operational support and "the system worked" (ignoring the plea by his father that should have "grounded" his son, the visa extension, Britain's refusal for entry) and now within 72 hours suddenly the system failed (Bush's fault) and two plotters are former Gitmo jailbirds back in action after being released by Bush. Surely if O and Co. were able to find out so quickly the actually plotters responsible would indicate that the "lone wolf" scenario was nothing but a lie since the most cursory review of this guy would have noted the flags now being touted by O and Co.
