Sounds like it was the people at NWA as they are responsible for who gets on their airplane.

I’m confused. Did US authorities drop the ball, or the Dutch at SHIPOL?


The way I understand it is that the Dutch at Schiphol dropped the ball. We let this character on without a passport therefore not knowing his real name.
U.S. officials approve the passenger list before the plane is allowed to depart. Logic leads us to believe that if we knew his real name that he would at least be thoroughly searched prior to boarding.
