Because they have a filibuster proof majority n the US Senate, and think they can do what they like, and piss on the American people with impunity.
But patience. Every day brings us closer to the 2010 elections. It's going to be a bloodbath for these vermin.

Ah, that’s because the US Congress is one of three places in the country where you don’t have to piss in a cup as part of your job interview. Can you guess what the other two places are?
