Look at Iran..... I’m sure the Mullahs have huge sums available to anyone who helps them to obtain military parts and weapons on the black market..... especially since a lot of their Shah-era equipment is inoperational due to lack of parts.

As an alternative to Iran, Venezuela also operates ex-Canadian F-5s, but not in sufficient quantities for them to go through all this hoopla. However, since Iran can reportedly already reverse engineer parts for the F-5 (including engines), I’m kind of curious about the end buyer.
