Many times during my 26 year military career I was asked by my superior or a senior government official did I call “higher” to report an incident.

No matter how much we think we know how to handle a situation I learned to call and report up the chain of command no matter how trivial it may seem.

A CIA agent asked me once in his office...”Did you call higher?” I told him no, I did not think the incident was warranted due to the weather. He responded...”it is or it isn’t, crossing his hands in front of his chest pointing his index fingers right and left.

I left and called.

Rules of command. You are ultimately responsible for everything that happens on your watch, whether you knew about it or not.

Sensible commanders make their orders clear - if in doubt, wake me up. Track me down. If it turns out I don’t need to do anything and can leave it in your capable hands, I will do so - but let me make that decision if you have any doubt at all.
