They did not roll it back because Karl Rove had a plan as well, put the Northeast in play and create a permanent Republican Majority by stealing issues from the Dhimmis.
The problem was the Wars did not go as planned and Conservatives would not put up with implementation.

Country Club Republicans are into gentile comity and bipartisanship - when Democrats are out to kill us all. And yes, they want to kill us all, whether through abortion or euthanasia or global warming catastrophism, or turning food corn to ethanol, or fiscal through nihilism. We brought rubber duckies to a war when Democrats brought Big Bertha.
I’ve dealt with these types on both sides on the nuclear waste issue, our guys were always scared when I told them we had to fight to the death. I’m not listening this time around, I fight to win, til the last dog standing. We are done as a nation for the next fifty years if we don’t all do the same.
