I worked helping veterans at a state unemployment office for about 15 years: Unemployment Insurance (UI) is paid for by employer taxes. The employee doesn't pay into it. The employee must generate the value to the employer to make that payment worthwhile, or he's out on the street. So, yes, the employee DOES pay into it. The payment is simply concealed.
