For all these ‘hardships’ the inmates must indeed be suffering, the Sheriff may actually be accomplishing something the current penal system never could.
He is changing the environment and the stigma of being in jail.
I would suggest that those things will lead to less ‘returns’.

I agree with you completely. What Sheriff Joe does is not “cruel and unusual” but he does not make it cushy for the inmates. I think his methods should be copied everywhere.

8,000 inmates is a good crowd. Does the Phoenix jail hold that many?

I don’t know - I think being forced to listen to Chipmunk music in jail is somewhat unusual!
However, while he makes it tough for his prisoners, he actually seems to care about them. The best thing one can learn is prison is how not to come back.

If Sheriff Joe doesn’t quit that, hardly anyone will be willing to commit a crime in his county and risk jail. I’m sure the ACLU will do its best to stop him.
