Gregg Jarrett just told Jim Angle on FNC that this deal for Nebraska is in perpetuity?

Isn't that unconstitutional? I didn't think that Congress can bind future Congresses with laws that they cannot change during their own Congresses.

I have a lawyer here who says it’s unconstitutional and said that all parties know it’ll be tossed out, but for now it gives Nelson cover and makes Nebraska voters feel good about his vote.
