Here's the thing, with Nelson's deal, the people of Nebraska won't enjoy any additional benefits, but their tax exposure is somewhat mitigated, especially in comparison to the other 49 states. Nelson has effectively shifted his state's burden under the Medicare expansion, from Nebraska back to the federal government.
I can't imagine states like California - which is already staring down the barrel of a looming bankruptcy - will be too happy about their exponentially increased liabilities under this proposal. This could be the what finally pushes them to financial ruin.
Of course, that could be exactly what the Democrats intend - break the Medicare system so severely, that they'll be no choice but to scrap it and move quickly to single-payer. It's just a thought.
