Being here is not a requirement. The category of Hispanic was established in the 1970s. Hispanics were about 1% of population then. They are now 16% and will be 30% by 2050. Hispanics comprise about two-thirds of the 1.2 million legal immigrants who enter annually and the vast percentage of those who enter illegally (about 500,000 a year.) What grievance do they have? Or some immigrant from Haiti or Nigeria or China?
Arabs have distinctive features. Muslims can claim that they are being discriminated against by their names and religion. Once you go down this slippery slope, you just open yourself up to this nonsense that is leading to the Balkanization of this country, which will be 50% minority by 2050.

And you are right about the Hispanics. Asians were in the same boat, as it were. Yet the whole idea was to adress supposed wrongs these groups “suffered”. At least there was some semblence of cause and effect.
With Arabs there is none.
It was garbage then and it is now. But at least you could make some sort of link between the past and those groups.
