Is that just aimed at Muslims, or will it include other groups, e.g. Mormons, Buddhists, Shintoists, Animists, Scientologists, Moonies, Lutherans, Zoroastrians, Presbyterians - heck, what s your definition of an unbeliever? also, will Atheists be permitted? Or agnostics?

Strict turn about in this case would be Muslims only. As all but Muslims are prohibited in Mecca and Medina, so Muslims should be prohibited in lower Manhattan and other 911 atrocity sites.

Further, since this is a war of Muslims versus everyone else, letting everyone else see what the ROP has accomplished should stiffen their resolve.
