Well Hitler won it, and Bin Laden was a finalist a couple of years back, so I guess it just makes sense.
Stalin won it twice. But to fair, TIME's "person of the year" isn't meant to be the "best person of the year", but simply the one that best symbolizes the spirit of the year or held the public's attention captive. Bernanke got it for symbolizing the economic meltdown. Clinton got it for the Lewinki affair.

Yeah, that’s the line Time uses when it selects someone contraversial, but 9 out of 10 times it is that year’s most popular “Progressive”.
