Way our cops aim, they need it. Remember out here a few years back - 13 cops fired over 100 rounds and missed the guy... killed the van he was in but missed him.

HPs don’t work as well for vehicles. They expand on hitting the metal or glass and lose a lot of their energy.

Way our cops aim, they need it. Could just be a very expensive way to keep the ammo market tight. Limit ammo for "ordinary" gun owners and the 2A is worthless.
