Shatner periodically does the obligatory Hollywood 'Save The Gay Whales' type of activism, but he's otherwise gone out of his way to stay publicly apolitical, and has stated so on a couple of occasions (he once said he's Canadian and doesn't get involved in American politics). So I'd say yes, he's probably a closet case RINO who's looking to keep his gravy train rolling along by not pissing off the Gods of Limousine Liberalism.

Oh, and I also remember listening to Rush recently, and he said that he and Gary Sinese watched the Indy-Miami game at Shatner's house (he paid a somewhat back-handed compliment about The Shat's big-screen TV). Shatner is an intelligent man - he isn't about to invite two potential ideological adversaries into his own home and beg for a thrashing. There was some sort of personal common ground there, I'm sure.
