I do not understand the moving around of their luggage. Also, who is funding these flights for so many Arab men and where are they going in large groups?

If we had a real press, I suppose they could look into these things and find those answers with relative ease.

Moving around carry-on luggage is a way to see what the limits are in their handling such stuff in flight.

Then, if there are “harmless” components in different pieces of luggage that have to be combined to be lethal or explosive, they would know how much leeway they have toward accomplishing the combining of their components from different pieces of luggage.

Just my conjecture.

They also gain intel on how upsetting it is to the staff and passengers.

They could also be testing how much they can get everyone to focus on that while a comrade does something more deadly unnoticed.
