How long until Obie abolishes Congress altogether?

I'm thinking just before the next Pres. election, Obie and Rahm will conjure up a major "National Emergency" which, of course, will "for the good of the nation" require that all elections be suspended until further notice. Congress will be maintained in order to rubber stamp directives coming out of the WH.
