There are at least as many federal contractor employees as Federal employees

Who do you think does the work?

The permanent full time federal employees, most of whom are affirmative action hires, spend all day yapping it up with each other and finding new ways to get through a day (when they bother to show up, which is about 65% of the time) without doing anything useful or fulfilling any of their job responsibilities.

Contractors work like animals because they know they can get released at any time.

The money can be good, but there are no benefits or paid time off, and the jobs are temporary.

Hispanics don't benefit so much
They have not figured out this racket yet at least for Federal employment

I have yet to speak to the same person twice in a week. They are OFF for some reason. And, of course, the next person doesn't have a clue what I told the first person and couldn't care less.
