In the end, the EPA cannot do a single thing the congress does not give its consent to. A single law can undo any decision the EPA makes.You are forgetting one important thing: Obama would veto any such bill, even if we had majorities in both houses. And if you file a lawsuit, the SCOTUS has already ruled that CO2 is a pollutant.
IF we can vote Oba Mao out in 2012 and not elect a RINO to replace him, we might be able to reverse some of the damage then.
