I have to agree her behaviour was very bad but what were 2 young girls doing riding a motor scooter on the road - seems like everyone looses here.

Maybe because riding motor scooters on the sidewalk is illegal (at least in states that I am familiar at all with). Not suppose to have passengers on them, but that doesn’t stop a lot of folks.
