I believe your right. IMHO, the author is probably confusing the specific hormone receptors, which are needed to complete a negative feedback inhibition loop, with the hormones.

Yes. The hypothalamus signals the pituitary, which then signals the gonads to make sex hormones, which are monitored by the hypothalamus.
