While I appreciate him making A statement considering how all he ever seems to do is apologize for the history of this nation, it was paper declaration (was it not?) and issued on the Friday before the Monday of the actual anniversary.
Probably written by a staffer (that was John Kerry’s excuse when a proclamation was made on St. Patrick’s Day and it had “Kerry” commenting on his own Irish heritage, which does not exist).
