He can issue executive orders to accomplish much of a formal treaty. He can also allow the EPA to implement the treaty. Congress could stop both actions if it desired but of course the rats do not want to stop the administration. Administration threats will hold a powerful force on Congress to take action. It will be difficult for Republicans to block a treaty and legislation. The only force stopping legislation and a treaty is the economy.

Once again: Obama can’t simply sign away our sovereignty.
He can squander incredible amounts of money, and issue awful, insane, and catastrophic executive orders, but to ratify a treaty, he’d need not sixty, but sixty-seven votes in the senate. He might get as many as sixty-five fairly easily; I’d do just about anything to help him tip over now and forever; but I believe disgust with the slimy mobster will delay the crap and tax treaty beyond BHO’s tenure.
