Please note that some of his attempts at even more clemencies were blocked by various sources, including the parole board & public outcry.
Weirdly enough, apart from Clemons and Dumond, the list of re-offenders is short, and their offenses trivial compared to Willie Horton. Of course, the dynamic duo more than made up the difference (between what Huck and Dukakis wrought with their parole policies).
