There's a pretty simple reason why it's not at the top. It is because the American people don't want to believe that 50 secretary of states, plus whatever checks there are in territories and the District of Columbia, as well as thousands of reporters for all levels of the MSM didn't verify this information for themselves.
A juicy secert like that, the story of uncovering it would be worth tens of millions. Not to mention probably hundreds of millions to the legal profession if not billions as the lawyers try to untangle all the laws, appointments, orders, rulings by judges appointed, appeals - that kind of windfall would overcome the risk of breaking attorney-client privileged.
My own guess is that it lists Obama's father as 'unknown negro' or his mother as 'unmarried', or some other inconsequential but embarrassing tidbit that was later amended. After all, a mixed blood child at the time would be shockingly embarrassing, and relatives could have thought it best, at the time of birth, not to share that information.
