Puting Cans {presorted} at the curb INVITES theft. Folks TOO LAZY to dumpster dive, or walk the roadsides WILL often arrive B4 the recycle truck. They grab the aluminium and anything that would have required a deposit in an adjoining State.
Law Enforcement can’t stop it, nor does it try to.
I’m a firm believer in Lockean property theory: things discarded in the trash cannot be stolen because they have been returned to common. I think you have scavengers, not thieves, so why should the LEOs waste their time?
This would be a problem if people were paid for their curbside recycled material. Otherwise I could not care less if someone steals the items I put out for recycling.
