I believe this is inaccurate, at least in the original Muslim doctrine. What the Koran specifically requires is 4 male witnesses to the actual act in order to convict a woman of adultery. This was intended as protection of women, not their oppression.
This may have certainly morphed into the doctrine as stated, but if so it's a perversion of the original doctrine.
