The shooter could have hoped to kill air force people being that the shop is adjacent to the base. Perhaps the shooter thought by walking into the shop he could just pick off air force people but when he didn’t see any he just chose to shoot the police. <P.
He also could have targeted the police.....

This is so close to the base, literally accross the road from the airfield, it could have been Air Force Police, either civilian, or Sky Cops. Not likely though, 4 cars, or even 2, would probably have been all the cars on duty at that time. Base population is only 4100. Of course just down the road, and adjacent to McChord is Fort Lewis, which is a just a tad larger. :)
